Federal Incentives for Energy Improvements:
Federal
tax incentives are available for work performed between January 1, 2009
and December 31, 2010. In addition, there may be local incentives
available in your county. Remember, talk to your accountant to confirm
that these tax credits can be applied in your situation. Here are the
brief details:
- 30% up to $1,500 per primary residency for projects done in 09-10;
retrofits only; Materials only on envelope; Air sealing materials could
be included as part of insulation projects; Materials & labor on
HVAC.
- 30% uncapped on installations of renewable energy systems for
both retrofits and new construction; for work done through 2016.

BGE Home Performance with ENERGY STAR Incentive:
If you have an energy audit performed by a certified Home Performance with ENERGY STAR contractor, such as TerraLogos, BGE is offering rebates for some of the most common energy improvements.

To participate in this program, you must
- Have Central A/C or Air Source Heat Pump or other primary electric heating system and receive electricity service from BGE,
OR
- Have a Gas Furnace or Gas Boiler and receive gas service from BGE.
INCENTIVES: 15% rebate up to $1,000 common envelope improvements, including insulation and air sealing.
Plus additional incentive money ($175-400/system) for high-efficiency equipment upgrades to electric and gas-powered heating and cooling systems. Each unit replaced is eligible for rebates.
Your auditor will help coordinate your projects to take full advantage of the incentives that are appropriate for your home. Restrictions apply. Some improvements with incentives may not be appropriate for all homes.
More BGE Incentives:
BGE offers rebates on purchases for some of the typical improvements recommended in an Energy Efficiency Report, including appliance & lighting upgrades. Go to their BGE Smart Energy web site for details.
Financing Options
There are two local financing programs that may be starting up soon.
For residents of the City of Annapolis, Annapolis EZ provides low-interest rate financing that is tied to your home's real estate tax bill. If you move before the loan is paid off, both the energy improvements and the loan to install them stay with the property. This program should start in fall 2009.
There is a similar program for residents in Montgomery County called Home Energy Loan Program (HELP), which also ties energy improvement loans to the property tax. This program should kick-off in early 2010.
